WINnocence started out as a joke by the anti-censorship group Peacefire. When CIPA (a law requiring libraries to install censorware) was passed, we made it into a real program.
WINnocence creates 127.0.0.1 entries in the hosts file for each domain you would like to block. It manages its own section of the hosts file, and can be removed without any manual editing. I wrote WINnocence in C using the Win32 API directly.
It was also accompanied by a hilarious press release, which I can no longer find a copy of.
